When you’ve cut back the expenses, you have to increase revenue.
I’ve heard that it’s an X% increase over the 2010 budget.
But there were cuts last year, so in theory we should be comparing the 2011 budget to the 2009 budget. That way we can get an accurate increase. You can’t have cuts two years in a row and expect the same quality of service.
